| Â | Latest News SICIL’s 4th Annual Fishtival Thursday, August 29, 2013 is a consumer-controlled, community based, cross disability, non-residential and not-for-profit organization that promotes and practices the philosophy of independent living. SICIL will be holding it's 4th Annual Fishtival on Lake Monroe, IN September 7, 2013. The event will run from 10:00am to 2:00pm. They are in need of anglers to take people with disabilities out to fish or just a boat ride!!
